Job Title - Design team leader

Mott MacDonald is a partner in a joint venture to deliver highway asset management and maintenance services for Highways England on the strategic road network in Area 10. This covers 500km of motorway and trunk road and 2200 structures throughout Greater Manchester, Cheshire, Merseyside and southern parts of Lancashire. Our objective is to ensure Highways England's Strategic outcomes are met and in collaboration with our partners provide a safe, serviceable and reliable network to customers.

In this new role you will lead and manage the design aspects of schemes within the Improvements, technology and designated Funds programme, focussing on programme critical deliverables. Responsibility for technical governance, design programme and budget delivery in accordance with current standards, contractual requirements and agreed targets including KCI's and API's based on the annual Service Schedule. Ensuring delivery of Highways England objectives for each individual scheme and overall portfolio of works. Full responsibility for ensuring relevant health, safety and environmental processes and procedures including legislative requirements are adhered to in the execution of design works.

Job Description
* Delivery of all design aspects of schemes to meet Highways England objectives and outcomes to appropriate standards and compliant with legislation
* Effective and efficient delivery of scheme designs (for target cost and construction) to time and budget
* Involvement of construction and maintenance input into design through early contractor Involvement
* Ensures that sufficient resources (both internal and external) are allocated to the delivery of schemes design and that each has an appropriate level of ability and competence, liaising with design manager
* Implementation of lean design working practices to ensure delivery of gain share
* Implement effective and consistent design driven change-control, approval and handover procedures
* Manages schemes design programme, budget and risks for overall portfolio of design schemes
* Ensures that robust process control is applied and that the delivery process follows a correct and auditable route
* Compliance with the IRF 236 - Schemes Control Process and provision of the Highways England Scheme Control documentation as necessary
* Design- ICF1, PCC, Funded PIN, TRF2a, Project Brief (b-f) & Scheme Control Document all in place and signed off/agreed.
* Monitor & ensure delivery of critical design deliverables eg Departures, AIP's Road Safety Audits as appropriate for schemes within the portfolio
* Chairs monthly Project Control meetings in accordance with QES system
* Responsible for deciding appropriate level of Project/Scheme reviews and timing

Candidate Specification
You will be a proven highway design experience capable of running a design team to demanding deadlines. It would be advantageous if you have chartered engineering qualification - CEng.

Engineering Control
Experienced in design project management of multi-disciplined project
Experience of managing both direct and external design resources

Understands the Organisational Business Management Systems and processes

Health Safety & Environmental
Understanding of H&S requirements of construction and design

Able to analyse and offer improvement on a fully resourced programme in the accepted format / software
Understands design KPI's and has experience of using them to manage performance

Experienced in target setting and delivering targets in line with budget
Able to produce a realistic financial forecast
Working knowledge of the NEC and other relevant forms of contract
